Establishment of SGSW Offices and Initial Service Terms

• The Government of Andhra Pradesh established 15,004 Swarna Gramam and Swarna Wardu offices to deliver citizen-centric services and government schemes directly to citizens.
• Functionaries appointed under the 2019 and 2020 recruitment batches completed two years of probation on a consolidated pay of Rs. 15,000/- per month before regular pay scales were applied.

Automatic Advancement Scheme (AAS) Framework

• The Automatic Advancement Scheme provides higher pay scales (Special Grade Post Scales) to employees stagnating in the same post/cadre without promotional opportunities.
• Under the 11th Pay Revision Commission guidelines, an employee completing 6 years of qualifying service in a post becomes eligible for the Special Grade Post Scale.

Sanction of Special Grade Post Scale for Functionaries

• Government permission is granted to extend the AAS benefit to eligible Swarna Gramam and Swarna Wardu functionaries from the 2019 and 2020 recruitment batches who complete 6 years of qualifying service.
• Sanctions are subject to full compliance with all eligibility criteria outlined under the 11th PRC guidelines for the Automatic Advancement Scheme.

Execution and Administrative Directives

• Concerned Line Departments, Heads of Departments, Competent Authorities, and the Director of SGSW, Vijayawada are directed to take required actions to grant the scales.
• The order was issued with the official concurrence of the Finance Department on September 19, 2026.
