The Secretariat Departments & Heads of Departments were requested to prepare the cadre-wise seniority lists of Government employees in the prescribed format for allotment of persons to the newly organised local cadres under Para 4 of the Presidential Order, 2025, in the references read above.
2.In the above regard, the following instructions are issued for strict compliance by all concerned.
(a) The allotment of persons to new local cadres shall commence in the forth coming week immediately after the organisation of posts.
(b) For the above readiness of error-free seniority lists for all erstwhile cadres is most essential.
(c) Allocation of persons to new local cadres is on basis of seniority & priority categories only.
3.It is brought to notice that for certain cadres the seniority list is not prepared, which is a matter of concern.
4.The Secretaries to Government & Heads of Department are requested to look into this matter personally, obtain certification from all concerned that error-free seniority lists are ready in the prescribed format & furnish consolidated certificate to this Department by 14.07.2026.
5.The seniority lists shall also be posted in Google Spreadsheet in e-HRM Whatsapp group.
6.This shall be treated as MOST URGENT.
