 Kerala Finance Department Issues Comprehensive Guidelines for MEDISEP Phase 2 Premium Accounting

The Finance (Health Insurance) Department of the Government of Kerala has issued Circular No. 34/2026/Fin, detailing crucial operational and accounting instructions for Drawing and Disbursing Officers (DDOs), Treasury Officers, and Nodal Officers regarding the second phase of the Medical Insurance Scheme for State Government Employees and Pensioners (MEDISEP Phase 2).

The circular, issued by Additional Secretary V. Ajayakumar, aims to streamline the premium accounting process, correct discrepancies observed during Phase 1, and ensure accurate reconciliation of accounts.

Key Guidelines for Accounting Officers

  • Arrear and Clearance Checks: DDOs and Nodal Officers must review the records of all new joiners and employees returning from LWA to ensure there are no outstanding premium arrears and that all recovered funds have been credited to the government.

  • Deputation Staff: For employees on deputation holding a SPARK PEN, their MEDISEP premium must be paid from their respective current offices using their MEDISEP ID via the e-Treasury portal or physical checks.

  • Submission to Accountant General: Nodal officers in every department are required to compile and submit the monthly reconciliation figures to the Accountant General (A&E/Audit II) using the prescribed forms (Proforma Annexure 1 & 2) appended to the circular.
